How to Buy Industrial Packaging Without Getting Burned: A Procurement Checklist

This checklist is for people who have to buy industrial packaging—steel drums, fiber drums, IBCs, corrugated—and can't afford to learn by trial and error. I've managed packaging procurement for a mid-sized chemical formulator for six years. We spend roughly $30,000 a year on containers and boxes, which sounds small until you add the hidden costs. I've bought from Greif packaging and other suppliers, and I've made enough mistakes to know where the money actually goes.

Step 1: Write the spec down before you ask for a quote

'Give me a 55-gallon steel drum' is not a spec. Neither is 'blank back to school flyer background' if you're ordering print. Both need the same level of detail: dimensions, material, weight, finish, and tolerances. For a drum, you need open-head vs. tight-head, gauge, lining, closure, pallet configuration, UN rating, and whether it works with your filling line. For a flyer, you need trim size, bleed, resolution, color profile, paper stock, and quantity.

What most people don't realize is that 'standard' is not uniform across vendors. In 2023, I asked four suppliers for a 55-gallon drum. Two quoted open-head, two quoted tight-head. They all called it 'standard.' It cost us a day of filling line downtime because the openings didn't match our equipment. (Note to self: 'standard' is the most expensive word in procurement.)

Step 2: Calculate total cost, not unit price

The unit price is the smallest part of the decision. You need the landed cost: freight, palletization, minimum order quantities, return logistics, disposal or recycling, storage, and rework risk. I've seen 'cheap' drums arrive on pallets that don't fit our racking. That's not packaging; that's a new warehouse problem.

In Q2 2024, we compared seven vendors for an annual contract worth about $45,000. The lowest unit price was $4.10 lower per drum than the highest. It looked like an easy decision. After freight, deposit fees, and lead-time costs, the 'low' vendor was $6,300 more expensive over the year—about 14% of the budget. Roughly speaking, I'd plan for 10-15% in unplanned costs if you skip this step.

Here's something vendors won't tell you: the first quote is rarely the final price once you've proven you're a reliable customer. There's usually room in freight or deposit terms, but you won't know unless you ask.

For print, the same thinking applies. Flyer pricing on major online printers in January 2025 was roughly $80-150 for 1,000 pieces, single-sided, 8.5x11, on 100lb gloss text. A local shop might quote $150-300. The cheap quote often doesn't include proof or shipping. For industrial packaging, the hidden costs are bigger.

Step 3: Verify certifications and documentation—don't trust the PDF

Certifications are not a marketing checkbox. If a drum is supposed to be UN-certified for a specific chemical, ask for the actual test report. Check the drum's embossed mark. I learned this the hard way. I assumed a vendor's UN 1A1 drum was fine for a low-corrosivity liquid. Didn't verify the packing group. Turned out the drum was certified for a different packing group. Step 4: Map the supply chain and ask about ownership changes

That can affect lead times even if your immediate contact stays the same.

Corrugated boxes are a good example. A few years ago, a supplier of ours was acquired. We had been ordering 'the same box' for two years. Now I ask every supplier three questions: Who owns the plant? Is the containerboard from your own mill or an outside source? If the ownership changes, what happens to my existing specs?

Step 5: Test samples under real conditions

I still kick myself for not asking about pallet configuration earlier. If I had, we'd have saved a weekend of manual re-stacking. Dodged a bullet once when I double-checked the pallet layout before approving a large order. We were one signature away from ordering 500 drums that wouldn't fit on a legal truck without overhang. The sample was perfect. The logistics were not.

So order samples, but also order a pallet load. Put the sample in your filling lane. Run it through your line. Measure it with the same tool your operator uses. If a problem is going to show up, it's cheaper to find it on one pallet than on 500.

Step 6: Decide what certainty is worth

Deadlines are not a nice-to-have in packaging. If the line is waiting, every hour is real money. In March 2024, we paid $400 extra for expedited delivery of fiber drums. The alternative was missing a scheduled production run and paying $15,000 in idle labor. The $400 was the cheapest part of the whole week.

I would rather pay more for 'this will arrive on the 27th' than pay less for 'probably around early next month.' A cheap quote with a vague date is a prediction, not a promise. Write the date in the PO. Ask what happens if they miss it. Some vendors offer expedite options; some charge a premium. Know which kind you're dealing with before the delay, not after. In my opinion, the certainty premium is almost always worth it when a production line is involved.

Step 7: Don't ignore the boring details

The smallest items cause the biggest arguments. If you've ever googled 'how to fold letter for envelope,' you know the standard answer: a #10 envelope is 4.125 x 9.5 inches, and a letter goes in as a C-fold—bottom up first, then top down. It sounds trivial. But with automated inserting equipment, the fold direction can be the difference between a clean run and a jam.

For industrial packaging, the boring details are closure torque, bung placement, liner compatibility, discharge valve orientation, and pallet board count. Write them all down. If it's not on the spec sheet, it's not part of the quote.

Common Mistakes I Still See

  • Comparing unit prices without freight. That's how a 'cheap' quote becomes a $6,300 surprise.
  • Accepting 'same as last time' as a spec. The last time might have involved a different product, plant, or ownership structure.
  • Trusting a certificate because the file name says 'certificate.' Check the model, date, and signature.
  • Paying for speed when you need certainty. Expedite if you have to. But what you're really buying is a fixed commitment.

The point of this checklist is not to make packaging procurement complicated. It's to make it predictable. Even if you're buying from a major name like Greif packaging, the order should work the same way: exact specs, total cost, verifiable documentation, a mapped supply chain, a tested sample, a real delivery date, and no vague language hiding in the fine print.
